Sets internal system states.

Parameters
- state
- Member belonging to one of the System states enumerated types. Denotes the desired system state.
- value
- New value for the system state.
Remarks
Use this function to set desired internal system states such as screen resolution,
window title, log file name etc. Although most of them have appropriate defaults,
at least HGE_FRAMEFUNC
must be set before calling System_Start.
